“Recession and 9/11: Economic Hardship and the Failure of the Safety Net for Unemployed Workers in New York City.” The unemployment insurance system failed the majority of New York Citys workers and their families, leaving them without a safety net during 2001 and 2002. That is the conclusion of a new Brennan Center report, Recession and 9/11: Economic Hardship and the Failure of the Safety Net for Unemployed Workers in New York City. Drawing on an innovative survey of more than 2500 workers, the report documents widespread economic hardship, an unequal system, inadequate benefits, and outreach works.
