Kevin Morris

Senior Research Fellow and Voting Policy Scholar, Democracy

Kevin Morris is a senior research fellow and voting policy scholar at the Brennan Center, where he focuses on voting rights, election administration, and the effects of the criminal justice system on political participation.

His scholarly work has been published in journals including Science Advances, American Political Science Review, and The Journal of Politics, and his research has been covered widely in local and national outlets such as The New York TimesThe Washington Post, CNN, and MSNBC. Morris’s work has been cited by state and federal courts, including the U.S. Supreme Court, and his congressional testimony has informed legislative debates about the Voting Rights Act. His coauthored book An American Problem: The States, the Courts, and Voting Rights will be published in 2026 by Princeton University Press.

Morris holds a BA in economics from Boston College, a Master of Urban Planning from New York University, and a PhD in sociology from CUNY Graduate Center.
