Celina Avalos Jaramillo

Advocacy Campaign Strategist, Democracy

Celina Avalos Jaramillo serves as the advocacy campaign strategist in the Brennan Center’s Elections and Government Program, focusing on issues related to election administration and money in politics.

Before joining the Brennan Center, Avalos Jaramillo served as a policy consultant for the UC Berkeley School of Law Policy Advocacy Clinic on the impact of fees and fines on adults in Oregon’s criminal legal system. She also served as the first voting rights trainer for the Prepared to Vote and Voting Rights Defender programs at the NAACP Legal Defense and Educational Fund.

She previously served as an intern in the U.S. Department of Justice’s Voting Section and the Office of U.S. Sen. Kamala Harris, and she was the first policy fellow at the UCLA Latino Policy and Politics Institute.

Avalos Jaramillo has been published in English- and Spanish-language outlets including the Orlando Sentinel and El Diario NY.

She earned her master of public policy from the University of California, Berkeley, Goldman School of Public Policy with a certificate in security policy. She holds a bachelor's degree in political science from the University of California, Los Angeles.
