On July 27, 2021, Justice Program Director L.B. Eisen submit­ted testi­mony to the House Judi­ciary Subcom­mit­tee on Crime, Terror­ism, and Home­land Secur­ity for a hear­ing titled A Fine Scheme: How Court-Imposed Fees and Fines Unjustly Burden Vulner­able Communit­ies. Draw­ing from original Bren­nan Center research, Eisen urges Congress to incentiv­ize states to reduce the burden of court-imposed fees and fines on the most margin­al­ized people in our communit­ies.
