Telephone Survey of New York State’s Implementation of the Voter Identification Provisions of HAVA

The Brennan Center for Justice conducted a telephone survey of county boards of elections across New York State from January 27 through February 10, 2004, which showed wide discrepancies in how county elections officials are implementing the Help America Vote Acts voter identification provisions.
