Kaylana Mueller-Hsia

Research & Program Associate, Liberty & National Security

Kaylana Mueller-Hsia was a Research and Program Associate in the Brennan Center’s Liberty & National Security Program. Prior to joining the Brennan Center, Kaylana served as a Technology Policy Advisor in the Mayor’s Office in San José, California where she advocated for expanding digital access in underserved communities and strengthening municipal privacy protections. She has also done research with the International Organization for Migration and the Indonesian Institute for an Independent Judiciary at the intersection of technology and human rights.

Kaylana graduated from Stanford University with a B.A. in International Relations and honors in International Security Studies. She was awarded the Slusser Prize for her thesis research investigating how threats to state sovereignty motivate governments to adopt national data localization laws.
