Advances in Voter Registration Modernization

• Electronic Voter Registration: New York launched electronic voter registration at DMV offices in 2012, and fully eliminated the use of paper for DMV-based voter registration in 2015. Registrants type in their information electronically and provide their signature on a paper form, which a clerk then scans to create a digital signature. Voter registration information is transferred several times a week to election officials.
• Online Voter Registration: New York launched online voter registration through the DMV in 2012. Eligible citizens with a state driver’s license or non-driver ID can use the system to register to vote and update their registration information.
• Pre-registration: New York passed Senate Bill S1100 in 2019, which allows for the pre-registration of individuals beginning at 16 years old.
