Coalition Letter Urges President Biden to Renominate PCLOB Chair 

On June 21, 2024, the Brennan Center joined 15 other organizations calling on President Biden to renominate Sharon Bradford Franklin as Chair of the Privacy and Civil Liberties Oversight Board.

The Privacy and Civil Liberties Oversight Board (PCLOB) is an independent agency established by Congress to ensure that the government’s counterterrorism efforts include adequate protections for privacy and civil liberties. The Board’s reports have increased transparency and facilitated congressional oversight by informing the public and Congress about how the intelligence community implements powerful surveillance authorities.

In January 2024, Sharon Bradford Franklin’s term as Chair of the Board expired, with her service on the Board set to end by January 2025 unless she was renominated. Under Ms. Bradford Franklin’s leadership, the PCLOB continued to strengthen its relationship with privacy advocates, the intelligence community, and other government actors by successfully urging increased intelligence transparency while effectively safeguarding classified information. To continue this important work, it is essential that the PCLOB maintains a full, bipartisan quorum of members.

The Brennan Center joined 15 organizations urging President Biden to renominate Ms. Bradford Franklin as the Chair of the PCLOB to ensure the Board has a full bipartisan slate of qualified members and upholds its mandate to protect privacy and civil liberties.
