Harry Isaiah Black is a senior counsel at the Brennan Center. His work spans the Elections and Government Program and the Voting Rights and Elections Program and focuses on election security, election administration, and related voting rights issues. He previously served as the George A. Katz Fellow with the center’s Democracy Program.
Before rejoining the Brennan Center, Black served as general counsel to a charter revision commission established by the New York City Council. He previously served as a staff attorney with the State Democracy Research Initiative at the University of Wisconsin Law School.
Black’s writing has appeared in The Conversation and the New York Law Journal.
Earlier in his career, Black worked as a litigation associate at Cravath, Swaine & Moore and served as a law clerk to Hon. Lawrence E. Kahn of the U.S. District Court for the Northern District of New York and Hon. Carl E. Stewart of the U.S. Court of Appeals for the Fifth Circuit.
Black earned a BA Phi Beta Kappa from Johns Hopkins University, where he majored in philosophy and international studies. He received a JD cum laude from New York University School of Law, where he won the Seymour A. Levy Memorial Award, given to the graduating student who has written the most outstanding note for the Annual Survey of American Law. Before attending law school, Black served as a corps member with Teach For America.
