Fact sheet that outlines the Help America Vote Act of 2000. In response to the problems during the presidential elections of 2000, Congress passed the HAVA mandating significant changes in virtually every aspect of election administration.

The Brennan Center for Justice conducted a telephone survey of county boards of elections across New York State from January 27 through February 10, 2004, which showed wide discrepancies in how county elections officials are implementing the Help America Vote Acts voter identification provisions.
