In March 2003, the Center filed a brief in the Appellate Division, Second Department in Brooklyn in support of the appeal by the City of New York and the New York City Council in this term limits case. The brief was filed on behalf of the Center, Citizens Union, Common Cause/NY, the League of Women Voters of the City of New York, NYPIRG, and Women’s City Club. The brief supports Local Law 27, which in March had been struck down by the New York Supreme Court. The law was passed in 2002 to correct an unintended anomaly in the City’s Charter that allowed certain City Council members to continue in office for eight years while forcing others to leave office after only six. In their brief, the organizations argued that this anomaly threatened to rob constituents of certain City Council districts of their elected representatives for the full eight years envisioned by New York voters when they passed the 1993 term limits referendum.
