In 1999, the Brennan Center was lead counsel for a prominent state senator in five related cases in federal and state court regarding Wisconsin’s regulation of issue expenditures.

Colorado Republican Federal Campaign Committee v. Federal Election Commission (Colorado Republican I

The Colorado Republican Party challenged the constitutionality of the 1974 restriction imposed by the Federal Election Campaign Act (FECA) that limited the amount a national or state party can spend on Congressional races as a violation of the First Amendment right to free speech.

This case arose from a challenge to North Carolina’s 12th Congressional District, which was 47 percent African-American.

Southern Christian Leadership Conference v. Louisiana Supreme Court

A coalition of community activists, students, and law professors - represented by the Brennan Center for Justice and local counsel - filed a lawsuit in federal district court against the Louisiana Supreme Court over the Court’s amendments to Rule XX, the Court’s rule governing the practice of law by law clinic students.

HUD and Oakland Housing Authority v. Pearlie Rucker (Amicus Brief)

In 1999, the Brennan Center filed an amicus brief on the behalf of four elderly tenants against whom the Oakland Housing Authority filed detainer actions for alleged violations of the “drug-related criminal activity” provisions of their leases.

The Center filed an amicus brief defending the Census Bureau’s use of statistical sampling to remedy the undercounting of minorities.

The Center represented proponents of Arkansas' 1996 ballot initiative on campaign finance in defending the initiative in two lawsuits in which it was challenged.
