A new report, The Secrecy Problem in Terrorism Trials, concludes that the military commission system established by the Bush Administration in the wake of the September 11 attacks is untenable and should be abandoned. Though the claim that such tribunals are necessary to protect intelligence secrets has been often repeated, this report offers the first comprehensive treatment of the issue.
