In the Los Angeles Times, Carol Williams reports on the high rate at which the Supreme Court has reversed rulings by the U.S. 9th Circuit Court of Appeals.  The 94% reversal rate - nearly 20% higher than the Court's current rate of reversing appeals court decisions nationwide - has given rise to considerable speculation.  Some contend that the higher reversal rate reflects the more careful scrutiny applied to a court well known for its liberalism.  Others argue that the reversal rate merely reflects the broad jurisdiction of the 9th Circuit and the inevitably unique set of cases on which it rules.
