Article reports that in a recent study, the
Arkansas Supreme Court ranked second to California
in one combination of factors weighed as a means of evaluating the best high
court in the nation. Among the factors considered in the study were "the number
of opinions the justices wrote, the number of times their opinions were cited
in the rulings by judges in other states, and the independence of the judges to
differ with their colleagues." Professor Stephen Choi of New
York University Law School
said that as "a traditionally overlooked state," Arkansas "may deserve more credit." Choi,
along with professor Mitu Gulati of Duke
University Law
School, and professor
Eric Posner of the University of Chicago Law School headed the state court
study.
