New Haven (Ct.) Legal Assistance attorney Amy Eppler-Epstein says that Connecticut’s delay in finalizing a new contract for the administration of section 8 housing subsidies and rental assistance is creating problems for public housing residents. In anticipation of the expiration of the contract on December 31, many employees of the community action agencies with whom the state used to contract have resigned, leaving the agencies with skeletal staffs that are unable to serve the 7500 public housing residents who rely on these agencies for assistance with housing-related problems. Eppler-Epstein says, "As far as I can tell, all hell is about to break loose." She adds, "If this isn’t fixed right away, we’re going to see a slew of eviction notices."
