Article reports that an effort to impose term limits on Colorado's judges is over after backers failed to obtain enough petition signatures to make the 2008 ballot. The proposal, which would have limited all state judges to three four-year terms, needed 76,047 valid voter signatures in order to get placed on the ballot. Although volunteers were not able to meet the signature requirement by the deadline, Fmr. State Senate President John Andrews, a leader of the judicial term-limits effort, said that "our focus this year will be on curbing the undue power of labor unions, trial lawyers, and the spending lobby here in Colorado." Gov. Bill Owens, an opponent of the initiative, said, "[s]wapping out the appellate courts every 10 years would result in inconsistent rulings and would jeopardize the uniform application of the law."
