Article reports that the 4th U.S. Circuit Court of Appeals unanimously upheld "North Carolina's system of publicly financing elections for seats on the state's court of appeals and Supreme Court." Noting that the ruling on public financing comes from a "very conservative court," Bob Hall, the executive director of Democracy North Carolina, said that the decision legitimizing public financing is "significant."
