Reporting for the Charleston Daily Mail, Michelle Saxton writes that on June 15 West Virginia Governor Joe Manchin announced the members of the Independent Commission on Judicial Reform.  The Commission will examine the selection processes for judges, issues of campaign finance, and the possibility of creating an intermediate court of appeals.
