The New Hampshire Citizens Commission on the State Courts, charged with recommending changes to make the state court system more accessible, will urge the state legislature to fully fund civil legal services for low-income people. The commission also has decided to further consider whether to recommend the creation of a broader civil right to counsel for low-income people who face a _significant loss._ This presumably would include the termination of parental rights, custody hearings, as well as evictions. The commission will decide whether to include an expanded civil right to counsel among its recommendations.
