Article reports that President Bush resubmitted to the Senate the names of six judicial nominees whose appointments had been stalled before the election because of the candidates conservative views.  The nominees included Pentagon General Counsel William J. Haynes II, whom critics condemned for approving harsh interrogation methods in Guantanamo; former mining industry lobbyist William G. Myers III, whom environmentalists opposed; and U.S. District Judge Terrence W. Boyle, who drew criticism from civil rights advocates.  President Bush also submitted the names of four new judicial nominees, including former Rep. James Rogan (R., CA), who gained notoriety as a manager of the impeachment of President Clinton in the House of Representatives.  Sen. Patrick Leahy (D., VT), who will likely chair the Senate Judiciary Committee in January, accused President Bush of [c]hoosing partisanship over progress and division over unity, at the expense of a fair and independent judiciary.
